Who operates OFIS

The Office of Federal Identity Services was established by Federal Africa as the authority that issues and maintains the Federal ID. The hierarchy is short: Federal Africa established OFIS, which issues the Federal ID. OFIS is the single source of truth for whether a Federal ID exists, what verification level it holds and whether it is active.

Legal entity: Africa One E-Portal Limited. Registered address: Plot 113 Semawata Road, Kampala, Uganda.

The separation that protects you

Identity runs on federal.africa. Community life, membership and payments run on federalafrica.com. The two are separate domains, separate systems, and separate kinds of trust:

  • OFIS never touches money. The community site collects membership fees and tells OFIS only that a membership is active and until when. Nothing about what was paid, or how, reaches OFIS.
  • The community site never sees your evidence. Like any partner it receives only the level, the status and the facts you consent to.
  • Consent screens live only on the official host. You learn to approve identity access on identity.federal.africa and nowhere else, which makes a counterfeit consent page easy to spot.
  • Login does not depend on the identity service. Federal ID sign-in runs on auth.federal.africa, a standard OpenID Connect provider. If the identity registry is down, you can still sign in to partner services.

How decisions are made

  • Every verification decision is made by a person, with a reason code, the reviewer and the time recorded. Software flags and sorts; it never approves or refuses.
  • One appeal, by a different reviewer. Level 3 needs two reviewers to agree.
  • State coordinators, when appointed, review only members of their own state, never anyone they vouched for, and the central team spot-checks their decisions.
  • Suspensions and revocations are logged and announced to the partners that rely on the Federal ID.
